周立婕畢業於國立政治大學圖書資訊與檔案學研究所，研究專業聚焦資訊計量、檔案學以及科技與創新管理。目前任職於國家實驗研究院科技政策研究與資訊中心，負責開發技術知識追蹤與預測方法，以及整合科學文獻、專利文件和政府研究資助相關書目資料，進行學術數據分析以提供科技政策策略決策。

Li-Chieh CHOU is currently a research staff member at the S&T Policy Research and Information Center in Taiwan, specializing in informetrics, archival studies, and technology and innovation management. Her work involves developing technology- based knowledge tracking methods for technological forecasting and integrating scientific literature, patents, and government research projects for comprehensive academic data analysis.
